Thousand Oaks, Camarillo, and Moorpark were great.  Oxnard had some good areas...like the ones close to the water, but man...I used to go door to door in some sketchy neighborhoods.

Camarillo and Moorpark serve as buffer zones to keep Simi and Oxnard a safe distance away from the Thousand Oaks-Calabasas corridor.

Um, no. It is obvious you have not spent a lot of time, if any, besides a drive through, of the area.

Simi now consists largely of conservative hicks with raised trucks.  Probably the most "Kentucky" city in Ventura County.  Moorpark is half Mexicans from Mexico, half WASPs.  Reasonably safe, people are cool, but it's also pretty boring.  Camarillo is WASP-y too but with more senior citizens.  The restaurant at the airport is pretty intriguing, though.  Ventura is ideal because it's got some fun things to do, and it's close to the ocean.  Weather is damn near perfect.  Although there are the "Ventuckians" that detract slightly from the city's awesomeness.  Oxnard, aside from the beach areas, is a giant shiathole.  It really is a terrible place.  As if it wasn't bad enough say, thirty years ago, lately more and more unsavory types from Los Angeles are moving in.  The people drive like a-holes and if you contest someone on the road you might get shot.  Port Hueneme is a smaller, mostly safer Oxnard.  Thousand Oaks/Agoura Hills/Calabasas is where you live if you have lots of money but don't want to bother being in Los Angeles.  Also, the folks in those towns are pretty sure they are King Shiat.  Just ask them.
