It's a simple mistake.

Those letter templates aren't fastened together in the correct order to begin with, and unfortunately there's nothing nearby that could be used as a reference to help determine the correct order..

A Dry Cleaner's near my house had a 'Drive Thur' lane for 3 years or so.
It was recently repainted.  Not corrected, just repainted.

That one's actually intentional. It's in Scotland and the town believes that people drive slower if they think the road is crooked. You can see the faux curves on the sides too.
