Ex-police Crime Scene Investigator with 'tattoo fetish' who pulled down a pregnant domestic violence victim's tights and sexually assaulted another vulnerable woman is jailed for two years

An ex-police officer 'with a tattoo fetish' was today jailed after sexually assaulting two crime victims - including a domestic violence victim he was supposed to be helping.

Former Essex police Crime Scene Investigator (CSI) Kevin Dowley was handed a two-year prison sentence at Basildon Crown Court after being convicted of two counts of sexual assault by touching last month.

The 62-year-old from Stanford-le-Hope, Essex, targeted two women who were victims of crimes he was investigating and touched them inappropriately.  

A 10-year Sexual Harm Prevention Order was applied and Dowley was put on the Sex Offenders Register for 10 years and ordered to pay £2,000 in costs.

He targeted two women who had been victims of crimes he was investigating in 2016.

Dowley assaulted one of the women while gathering evidence following a burglary at an address in Brentwood while studying a course to progress to be a CSI.

The first incident took place in July 2016 and involved a vulnerable burglary victim who had a tattoo.

During one of the visits to her home, he joked to her about her hot pants before commenting on her tattoo. Prosecutor Emma Nash said he had a tattoo fetish.

He reached inside her clothing to her 'pubic area' in a separate visit after approaching the victim in her bedroom, where he ran his palm along her dungarees.   

The vulnerable woman, who was struggling with drug addiction, pushed him away and told him to leave but Dowley returned after she reported another burglary, the court heard.

In the second incident, which took place at Grays police station, Dowley pulled down the tights of a pregnant domestic violence victim and tried to kiss her while photographing her injuries.

The victim told the court he made her feel 'disgusting' as he asked her about her tattoo and removed her leggings to see it in full, which she did not give him permission to do.

The mother said he also tried to kiss her on the cheek. He was initially arrested on September 21, 2016, after the incident in Grays was reported.

Dowley was interviewed, released on bail, and suspended from his role while the investigation continued.

The incident in Brentwood was reported in February, 2017 at which point Dowley was voluntarily interviewed again.

He was summonsed to appear at Basildon Crown Court on March 29, 2018 where he was charged with two counts of sexual assault by touching.

Following a nine-day trial he was found guilty of both counts by a majority verdict on September 13.

He was jailed for two years for each count with the sentences to run concurrently, given a Sexual Harm Prevention Order for 10 years, put on the Sex Offenders Register for 10 years and ordered to pay £2,000 costs.

Assistant Chief Constable Nick Downing, Head of the Kent and Essex Serious Crime Directorate, said: 'I want to pay tribute to the bravery of the victims for coming forward.

'They had the courage to face Dowley in court and gave evidence under great scrutiny where they had their integrity attacked and had outrageous claims made against their character.

'I cannot begin to understand how difficult it must have been to face that as well as going through the ordeal of reliving the assaults.

'I am in total admiration for their strength and I am pleased we were able to help secure a conviction for them.

'I hope this sentence brings them some solace and helps rebuild their trust in Essex Police.

'Essex Police will always provide support for those who come forward to report a crime and I want anyone who has been a victim of crime to feel confident in reporting it to us.

'Kevin Dowley was in a position of trust as a Crime Scene Investigator which he breached.

'He was meant to be there to help these women but he abused his position which is completely unacceptable.

'Dowley's actions go against everything we stand for as a force and I am truly sorry that a member of our staff could do this.'

A misconduct hearing took place on October 4 where he was found guilty of gross misconduct and was dismissed without notice.
