This article, as Fox News writes it, really misses the mark. The Fox News article links to a Newsweek article, which does a little better of a job, and it also links to a SF Examiner article, which does a much better job at breaking this down.

The point is not to simply "Pay people not to shoot each-other", the point is to identify individuals most at risk for being sucked into crime as the result of desperation and give them the resources to help themselves without needing to commit crimes. That is: to give them counseling help, help them apply to jobs, give them a life coach and encourage them to mentor others, etc... while also acknowledging that no amount of counseling people will help if they're still so hard up for cash that they have to resort to crime.

I'm not defending this program at all, not even saying that I like it ~ but it's important to discuss things fairly. This Fox News article is a piece of purposefully reductionist, fear-mongering, anger-inducing click-bait and does not belong on HN.
