This is the shocking moment a laughing thug spikes a chip with what appears to be an ecstasy pill before throwing it at a flock of seagulls.

Disturbing video footage, which is believed to have been filmed in Newcastle, shows the birds eat the chip before flying away.

Last month a seagull seized a family's pet chihuahua from outside their home in Paignton, Devon, before flying away with it.

The distressing footage shows the thug sitting on a bench with a chip on their lap while holding a red and green pill.

It is then inserted into a chip which is folded over, to break it in half, before being thrown at the large birds.

One quickly grabs and gulps down the spiked food.

A voice can be heard on the video saying 'have some', before there is the sound of laughter after the chip is eaten.

Animal welfare charity RSPCA has said it is aware of the video, but has said it is unable to comment on the actions of specific people for 'legal reasons'.

'We understand how frustrating that is for animal lovers but releasing information could prejudice a future investigation or could lead to us being fined', they told MailOnline in a statement.

'We appreciate kind members of the public who contact us to report their concerns about animal welfare and we’d like to reassure people that we will always look into, and if necessary, investigate any reports made to us.'

The clip has caused outrage online, since it emerged earlier this month, with one viewer tagging the RSPCA.

A seagull has also recently being filmed trying to peck a pigeon to death in Battersea, London, and another reportedly tore  out a cats tongue in North Hykeham, Lincolnshire.
