Historically it was a big landmark and the road grew up through it because it was easy to see from a distance.
However that's not really needed now, so it would make sense to just divert the roads around everything. It might add what? Two or three minutes to a drive?

Prehistorically, there's a reasonable chance that the road predates the henge.

The road that we now know as the A303 came about completely independently of Stone Henge. The A303 is built on the bones of the London to Cornwall road that will have existed since Roman times.

If you want to reroute the road you need to go south around Amesbury, over the Avon river and through at least one if not two whole villages. Do you want to tell the residents of Great Durnford or Upper Woodford they have to leave there houses?
