Seems the best way to verify the owner of the shoe was to find the owner of the other shoe.  Same size, style, color, and wear patterns.  No question.  Worked for both the fictional Cinderella and the real police in this case.

What the robber should have done, once he realized he left a shoe at the scene of the crime, was simply ditch the other shoe.
